Blue eyed Cats

Color-pointed genes aren't necessarily linked to breeds, since many moggies that aren't Siamese/Burmilla/Burman/Tonkinese/etc. can have the phenotype as well, but do those count as "Breeds" if they are even allowed at all? Just wondering...
